In conjunction with Penang TYT's birthday, the Penang State Government will be holding a 18 holes golf competition for team of 4. Around 120 participants are expected to take part in this international competition.

SWING INTO ACTION FOR A GOOD CAUSE

GEORGE TOWN: Start practising your swings and stand a chance at winning a 103” Full HD Plasma TV at a
charity golf event early next month.

The Panasonic LCD TV worth RM250,000, a KTM motorcycle worth RM50,000, a Sharp 52” Full HD TV worth about RM15,000 and a Suzuki scooter worth RM5,500 are up for grab as hole-in-one prizes during the Penang TYT Open Charity Golf said State Tourism Development and Culture committee chairman Danny Law Heng Kiang.

This first ever charity golf tournament, jointly organised by the Penang State Government and several members of the Bukit Jambul Country Club, will be held on 4 July this year, said Law during a press conference at E&O Hotel yesterday (12 July).

“With the generous contribution of the sponsors, many other attractive prizes such as an iPhone 3G, HP and
PICO notebooks, LCD televisions, BenQ digital cameras and even a Pensonic Pleo robot and many more awaits the winners.

“We have also managed to collect about 115 goodies which will be given out as novelty prizes and also lucky draw prizes,” said Law.

Law also said that the event is organised to celebrate the birthday of the Governor of Penang and is one of the many events held for the whole month of July to celebrate the first anniversary of George Town as a World Heritage City.

“This friendly tournament will be held to raise money for the TYT Fund and to collect funds to organise the World Music Festival planned for the end for this year.

Law said sponsors with contributions worth RM20,000 and above will be privileged to play with the Governor of Penang and have the opportunity to place advertisements at strategic locations on the golf course while sponsors with other contribution amount will play with other corporate leaders.

“The players will also be attending the Gala Dinner at the golf club banquet hall on the same evening but non- players can buy dinners tables at RM1,000 each,” he added.

The format of play is stableford and the tournament is open to male and female players who are amateur golfers with the handicap of USGA 32 and 36 respectively.

TOURNAMENT RULES AND CONDITIONS

MANAGEMENT:
1. The PENANG TYT OPEN CHARITY GOLF shall be managed by a Tournament Committee whose decision on all matters shall be final.

VENUE:
2. The Tournament Venue will be Bukit Jambul Country Club.

FORMAT OF PLAY:
4. The Tournament shall be decided by STABLEFORD POINTS over 18 holes , subject to the Committee’s right in the event of circumstances which make the playing of 18 holes impracticable, to cancel the tournament at its discretion.

ELIGIBILITY:
5. The tournament is open to MALE and FEMALE players who are amateur golfers in accordance with the Rules of Amateur Status issued by the Royal and Ancient Golf Club of St. Andrews with a maximum allowable USGA Handicap Index 27.6 (equivalent to Handicap 32) for men and a
maximum allowable USGA Handicap Index 32.7 (equivalent to Handicap 36 ) for Ladies which must be current at the time of entry.
6. The Tournament Committee reserves the right to reject any entry without giving any reason. Participants without a USGA handicap Index issued by the MGA/NHS are not eligible to participate. Participants from non NHS Clubs, may enter but would be eligible to win prizes in the Gross Category only.


ENTRIES AND CLOSING DATE:
7. All entries are to be made on the Official Entry Form and must reach the Tournament Office by THURSDAY, 25TH JUNE 2009

8. Entries must be accompanied by the Entry Fee of RM350 payable by cheque or money order made out to the “A Cultural Charity Night With TYT”. However, those unable to register within the stipulated times, must inform the Tournament Director/Organizing Committee.

WITHDRAWAL:
9. Entry fees will not be refunded unless withdrawal from tournament is received before 25TH JUNE 2009.

PRIZES:
10. Prizes will be awarded as follows:-
MEN:
a) Handicap Event - Top ten highest Stableford points
b) Medals - Top three highest stableford points for each division.
LADIES:
a) Handicap Event - Top three highest Stableford points
b) Medals - Top two highest stableford points for each division.

VIP:
a) Handicap Event - Top five highest stableford points

Restrictions:
A competitor is entitled to win only One Tournament Prize and one Novelty Prize.


TIES AND ON-COUNT BACK (OCB):
11 In the event of a tie for any other place, the tie shall be decided by a count back in the orders of:-
i) Last 9 holes
ii) Last 6 holes
iii) Last 3 holes
iv) And finally the last hole

If it is still undecided, then the placing shall be decided by draw lots.


HANDICAP TO BE USED IN COMPETITIONS:

12) A player must use his USGA Handicap Index in effect on the date the Competition Starts. A player belonging to more than one club and having different USGA handicap indexes at each club must use his lowest Handicap Index unless a valid explanation is acceptable to the Committee before commencement of play.
Penalty for breach of Rule : Disqualification.


COMMITTEE’S POWER TO ADJUST HANDICAPS:
13. A player’s handicap may be adjusted by the Committee prior to or during the competition. The Committee’s decision shall be final as per section 8-4 of the USGA Handicap System Manual.

RULES OF PLAY:
14. All play shall be in accordance with the Rules of Golf as approved by the Royal & Ancient Golf Club of St. Andrews and the Local Rules approved by the Tournament Committee.

DRAWS AND STARTING TIMES:
15. The player shall start at the time laid down by the Tournament Committee. In the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7, if a player arrives at his starting point ready to play within five minutes after his starting time, the penalty for failure to start on time shall be two strokes at the starting hole instead of disqualification. Penalty for lateness beyond five minutes is disqualification.

PACE OF PLAY:
16. The attention of all players is drawn to Rule 6 – 7 regarding undue delay. In the interest of fair play the Committee will not hesitate to impose the penalties provided by that Rule. The maximum time allotted for the completion of 18 holes is to be determined by the Tournament Committee.

17. The following conditions shall apply under Rule 33–1. If a group is observed to be out of position, i.e. it has lost substantially more than its starting interval or in the case of the first flight has taken in the opinion of the Tournament Director, an unacceptable amount of time to play any part of the golf course, the following action will be taken.
(i) The group is liable to be timed without warning.
(ii) From the commencement of any timing, if any player exceeds 50 seconds on a “first to play shot” or 40 seconds if it is a “second or third to play shot” he shall be deemed to have had a “bad time”.
Penalty for breach of conditions:
a) One bad time: Warning from Official and told that if he has a further bad time he will be penalized.
b) Two bad times: One stroke penalty.
c) Three bad times: Further penalty of two strokes.
d) Four bad times: Disqualification
A player whose group is timed will have a bad time carried forward in the round even if the group subsequently arrives back in position or within time as may be specified by the Tournament Director.

APPROVED BALLS:
18. Only golf balls named on the list of conforming Golf balls issued by the Royal and Ancient Golf Club of St. Andrews may be used. Penalty for use of brand not listed: Disqualification.

Motorised Golf Buggies :
19. Motorised Golf Buggies shall be used at all times during a stipulated round and engagement of caddie is prohibited (penalty: disqualification). Motorised golf buggy shared by two players, the buggy and everything in it are deemed to be the equipment of the player whose ball is involved except that when the buggy is being moved by one of the players sharing it, the buggy and everything in it are deemed to be that player’s equipment.

DISPUTES AND DOUBTFUL POINTS:
21. Any dispute or doubtful point on the Rules shall be referred to the Committee as soon as possible on completion of the round and in any case not later than 15 minutes after completing the round.

DECISIONS:
22 If a referee has been appointed by the Committee, his decision is final.
(Rule 34-2). In the absence of a referee, any dispute or doubtful point on the Rules shall be referred to the Committee whose decision shall be final. (Rule 34-3)


ETIQUETTE

23. SERIOUS BREACH OF ETIQUETTE

This Rule is now included in the Rules of Golf as approved by the R & A Rules Limited, effective January 2004.

The following may be considered “serious breaches of etiquette” for this tournament:-

i. Use of hand phone during play after being warned once
This warning shall applies through out the competition.
ii. Verbal abuse of fellow competitor/official/staff
iii. Intentionally distracting or offending fellow competitor.

Penalties : Disqualification

Note: Any other breaches of etiquette not listed above will be dealt with by the Committee on individual basis.

24. DISPUTES AND DOUBTFUL POINTS

Any dispute or doubtful point on the Rules shall be referred to the Committee as soon as possible on competition and in any case not later than 15 minutes after completing the round.

25 DECISIONS

a. If a referee has been appointed by the Committee, his decision is final (Rule 34-2)
b. In the absence of a referee, any dispute or doubtful point on the Rules shall be referred to the Committee whose decision shall be final (Rule 34-3)

26 INDEMINTY/LIABILITIES

The Organising Committee, the sponsor or the club will not be responsible for any loss, damage or harm or any form of injuries that the participants of the tournament may suffer as a result of their participation in this tournament.
